The Network for surveillance of equine diseases (RESPE) is the surveillance system for unregulated equine diseases in France. Since 1999, it has been describing the spatiotemporal occurrence of diseases present in equids on the national territory, as well as syndromes in the French equine population. Its main objectives are the early detection of diseases and the early warning of the equine industry stakeholders. The RESPE conducts surveillance of equine diseases using two complementary event-based surveillance methods: syndromic surveillance and targeted surveillance of certain diseases.

To achieve this, RESPE relies on a network of volunteer Sentinel Veterinarians. Sentinel Veterinarians collect specific information on sick horses from their owners and during clinical examination. At the same time, they take appropriate biological samples according to standardized protocols and send them to the partner laboratory for diagnostic analyses. The data collected is centralized in a secured data warehouse.

In total, there are 15 separate datasets: a dataset for each surveillance sub-network and a general dataset collating all the RESPE reports.

Dataset content : Datasets correspond to the information directly entered by the sentinel veterinarians, via standardized and computerized declaration form, as well as the results of diagnostic laboratory analyses. A data cleaning and verification process enabled to identify and remove data entry errors. The reports are anonymized.

Conditions for accessing RESPE data

To access the data, the user fills an access request form, downloads the RESPE data user charter and returns it duly signed via the tools on this webpage. If the request is accepted by the RESPE, access to the surveillance data is free for non-commercial activities, including research, education and scientific support for public policies. Any commercial use is excluded. Access to RESPE data is subject to the following conditions:

  • Protection of individual data: personal data of Sentinel Veterinarians, sick horses and horse owners or are anonymised;
  • Mention of the data source: the source of the data used must be made explicit in any communication, publication or report, based on the use of DOIs (Digital Object identifier) in accordance with the citation model described above;
  • Personal use: the data must not be transferred, in any form, to third parties.

The data and information provided by the RESPE are deemed to have been observed and elaborated in accordance with scientific knowledge at the time of their creation. The RESPE is not responsible for any interpretation or inferences made from the use of the data.
